Essential Functions:   Apply your GEOINT engineering expertise in support of a major defense engineering program!  TASC is looking for an experienced Senior Systems Engineer to join the Chief Engineer's staff of in support of a National Customer.  This team serves as the engineering planning staff for the program and provides systems engineering and subject matter expertise to identify, plan and execute engineering projects in support of future acquisition programs.  The chief engineer 's staff provides expert systems engineering for the enterprise to include development of a systems engineering master plan and schedule that serve as a guide and tool for addressing the most time critical systems engineering activities. The work includes application of systems engineering skills to develop an engineering framework and master plan for the future. The chief engineer also provides guidance and oversight of major engineering and architecting projects within the Engineering Solutions Directorate, evaluates alternatives, and makes recommendations to the customer and program leadership to ensure that changes to the operational baseline comply with the future enterprise architecture. The engineers on the Chief Engineer's staff also provide an enterprise perspective for identification and review of risks and risk mitigation plans and works to institutionalize systems engineering best practices across the organization. Personnel in this position are mentors for other members of the staff providing technical and management guidance and leadership across the organization.
Job Qualifications:
 
The successful candidate will have at least 15 years of active working systems engineering experience and demonstrate proficient knowledge of systems engineering, systems architecture and strategic planning, i.e., experience in three or more of the following: systems definition/integration; requirements analysis, development and management; system interface definition and management; strategic planning; systems architecture development; budget planning; configuration management/baseline control, and/or task or project management.  He or she will have superior communications and presentation skills, and experience in direct customer engagement.  The candidate must be a team player who possesses excellent interpersonal skills, is able to work within tight deadlines, and can multi-task in an organized manner. 
 
* Conduct enterprise level analysis to determine gaps in existing strategies ability to satisfy known mission needs
* Develop alternate strategies to address enterprise-level issues; work with customer executives to receive sponsorship and support, and guide program personnel in the strategies' execution
* Work with other engineering disciplines, its partners, and executive level customers to recommend modifications to and new acquisition strategies for national geospatial architectures.
* Perform technical engagement with senior customers and stakeholders.
* Conduct enterprise level analysis to understand emerging mission needs
* Develop recommendations; complete with business case justification, for changes to existing acquisition strategies
* Assist with the development of a geospatial capabilities road map
* Provide leadership; represent the program in technical forums; and counsel program leaders as the thought leader to solve large and complex engineering problems
 
 Required Skills
* Understanding GEOINT customer mission, products and users
* Ability to translate a highly complex or vague vision into an achievable plan
* Ability to think critically, synthesize information from multiple sources into comprehensive plans, assimilate diverse user and mission needs, identify technical issues, and understand impacts within and external to the enterprise
* Ability to identify project risks and develop risk mitigation plans
* Experience in preparing engineering analysis reports, conducting trade studies, and conducting assessments of alternatives
* Knowledge of government acquisition processes
* Experience  in preparation of budget and costs proposals
* Broad knowledge of IT Architecture concepts and tools to include architectural frameworks (DoDAF, FEAF, Zachman, etc.)
* Proficiency in Microsoft Office (Word, Project, Power Point and Excel)
* Self-Starter who takes Initiative and is a Team Player
Desired Skills:
* Masters Degree
* 5-plus years of experience working in the Intelligence community and/or the Department of Defense or Military Services
* Technical Management or Program Management experience
* Experience as a chief engineer on a major acquisition program, especially related to Geospatial-Intelligence (geospatial information systems or imagery systems)
* Ability to understand and actively participate in requirements processes to include authoring Request For Change (RFC) documentation
* Understanding of DoDAF 2.0 and the interconnections between the views
* Certification as a Program Manager (PMI or DAWIA), Systems Engineer (INCOSE, DAWIA, etc.), or other applicable recognized certification a major plusRequired Experience
* Bachelor's degree in systems engineering, a related engineering or science field, or equivalent experience performing comparable systems engineering work
* 15+ years experience working as a systems engineer 
* Demonstrated history with or knowledge of geographic information technologies
