POSITION OVERVIEW: Parsons is seeking a highly motivated individual to pursue an opportunity as a Senior Project Manager and Deputy Manager for Parsons' Mid-Atlantic region. The successful candidate will have strong project management, technical, client management, business development, and administrative capabilities.
The successful candidate will provide leadership, direction and management for projects executed within the Mid-Atlantic region, ensuring the completion of projects within schedule and budget requirements in accordance with contractual obligations. The candidate will be responsible for the development and management of project scopes, cost proposals, and the commercial performance of projects. Candidate will also lead the planning and definition of project goals and the development of methods to accomplish them.
The Candidate will be further responsible for establishing and managing client relationships and assist in the development and presentation of business proposals to key and strategic clients.
The Candidate shall possess a strong technical background in the design and construction of one or more of the following:
• Wastewater treatment plants, including biosolids facilities
• Wastewater collection systems (including rehabilitation)
• Pump stations
The candidate shall possess strong, relevant experience in the execution of all phases of the project life cycle, including planning, evaluation/study, detailed design, bid, and construction.
SPECIFIC RESPONSIBILITIES: Acts as the Company representative with clients and selected subcontractors during the project execution. Negotiates changes to scopes of work with clients and subcontractors. Responsible for following up on instructions and commitments associated with the project.
Establishes and maintains client contacts. Strengthens current business ties, coordinates meetings between clients/potential clients and technical or other staff. Keeps abreast of overall business trends, particularly the current regional business climate.
Follows up in a timely manner on potential business development leads. Assists in developing proposals for services in response to invitations to bid, and provides guidance to proposal team.
Is familiar with typical contract terms and provisions and able to assist in adapting them for new work as appropriate. Prepares and/or reviews cost proposals based on experience and an understanding of the policies and goals of the Company.
Performs periodic review of project budget and schedule performance against project requirements. Leads the development of corrective action plans (where needed) to ensure budget and schedule compliance.
Responsible for conducting performance reviews and development plans for subordinates and coordinating reviews by others.
Develops and/or reviews budgets, schedules, and plans for projects. Ensures that the project meets or exceeds goals established in these plans.
Promotes technical and commercial excellence on projects through the application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.
Serves as technical resource to project staff on evaluation, design, and construction issues; mentors staff in the development of technical and management capabilities.
Qualifications: REQUIREMENTS: • 4-year degree in Engineering
• Professional Engineer registration
• At least 10-15 years of municipal engineering wastewater/water design and construction management experience
• Previous project management experience in a consulting engineering firm
• Direct, successful experience in the development of proposals in response to client solicitations
• Proven ability to manage projects and perform in a client management capacity
• Excellent written and oral communications skills
• A thorough knowledge of industry practices and regulations
• A thorough understanding of proposal pricing and negotiations
