Note: We participate in E-Verify: Federal law requires all employers to verify the identity and employment eligibility of all persons hired to work in the United n Loring, Virginia General Description: The Security Driver Training Instructor reports to the Security Driver Training Unit Chief, located in the Special Skills Branch, Security and Law Enforcement Training Division, Office of Training and Peformance Support (TPS), Bureau of Diplomatic Security (DS), U.S. Department of State. The TPS is a fully accredited academy through Federal Law Enforcement Training Accreditation (FLETA). The incumbent will serve as an instructor and course manager for security driver training courses with responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met. The incumbent also serves as a DS Training Center subject matter expert in security/counterterrorist driving, vehicle dynamics, motorcade operations, and other related areas. Additionally, the driving instructor will participate in training oversight for various Task Orders awarded under the Department of State Worldwide Protective Security contract. This oversight requires travel throughout the US. Travel to various training sites will comprise approximately 30 percent of work requirements. Major Duties: * Plans, organizes and manages the presentation of driver training courses * Reviews established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses * Researches and reviews current intelligence related to the diplomatic security mission and introduces applicable information into driver training courses * Coordinates logistics arrangements for assigned courses including student travel and lodging, interpreters, escort officers, space availability, facilities, and equipment at training sites * Develops budget estimates for assigned courses * Monitors the expenditure of funds to ensure optimum efficiency in the use of assigned resources * Monitors, coordinates, and reviews the work of driver training instructors * Provides technical guidance and direction to contract instructors in the planning, preparation, and conduct of training * Resolves problems that occur in the preparation for and during training * Arranges for guest speakers, approves shipments of special equipment and materials, and other related activities * Complies with all FLETA accreditation standards * Evaluates training effectiveness to ensure that training objectives have been met * Reviews and analyzes trainee evaluations, feedback from instructors, and personal observations * Identifies need for revision to course content and materials or instructional methods as necessary to improve the driver training curriculum effectiveness and quality * Evaluates the impact of planned or projected changes in DS security programs and associated training requirements on the existing content, materials, and methods used for security driver training * Recommends minor updates/revisions to courses or recommends the need for a complete curriculum review to the Section Chief * Participates in curriculum review conferences as a subject matter expert in driver training * Assists instructors in other security related subjects including terrorist operations, surveillance detection, attack recognition, and motorcade operations * Provides assistance in conducting practical exercises when needed * Presents security awareness briefings to a wide range or audiences, including senior officials * Establishes and maintains liaison with a broad array of law enforcement, security, military, government and civilian organizations interested in or affected by security/defensive driving * Keeps abreast of current security techniques, methods, and procedures in the security/counterterrorist driving, vehicle dynamics, and motorcade operations areas through attendance at training sessions, seminars, and workshops * Assists in scheduling and planning classes by developing and maintaining close contact with program coordinators as well as with other appropriate training entities * Submits training records in a timely manner * Serve as subject matter expert for the design of new training * Tests/evaluates new training courses and instructional materials * Accounts for equipment inventory and maintenance for assigned training programs Professional Qualifications/Skills: * Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance * Must have attended a recognized instructor development training course * 1-3 (one-three) years experience required * Must have excellent people and organizational skills * Periodic local travel (Washington DC area) and occasional United States may be required * Maintains requisite levels of proficiency in all duty-related techniques and procedures * Expert knowledge of security/antiterrorist driving and protective motorcade driving principles and concepts * Subject matter expertise in the development and revision of training curriculum in driver training * BSR (formerly Bill Scott Raceway) Certification as a law enforcement/security driving instructor with a minimum of three current years experience is required (Must have taught at least one class per week during that time) * Knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness * Expert knowledge of terrorist operations, surveillance detection, motorcade operations * Knowledge of current DS protective security methods to provide instruction that is consistent with currently accepted methods and practices * Ability to immediately analyze, predict, and preclude unsafe driving situations to ensure training exercises are conducted in a safe manner * Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities * Skill in oral and written communications to present training to a variety of audiences and to prepare and present briefings * Ability to work outdoors where conditions may be unpleasant or uncomfortable, irregular and unscheduled hours and with exposure to personal risks * Must be familiar with the functions, responsibilities, and duties of Foreign Service personnel * Ability to read and apply standards contained in various documents such as but not limited to; Statements of Work and specific training requirements.
