At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. 

This Program Analyst position is located in the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as the Data Analysis Officer within the Behavior Detection and Analysis Division (BDAD). This program is coordinated on a nationwide basis and your responsibilities will include assisting with the implementation, coordination, and overseeing of the methods used to develop and analyze proofs of concepts and pilot plans for revising behavior assessment capabilities and integrating these capabilities into TSA's risk-based architecture at new locations across the country. Typical duties include: 

 

  • Evaluating information and data provided by airport management regarding particular weaknesses or vulnerable areas of security screening as observed by airport SPOT (Screening of Passengers by Observation Techniques) personnel.
  • Conducting research and analysis, evaluations, and studies of existing security policies, requirements, procedures, and standards to ensure compliance with applicable rules and regulations.
  • Assessing program development, execution, and organization effectiveness and efficiency and developing written guidance.
  • Assessing program risks and providing mitigation strategies to keep the efforts aligned with TSA's overall goals and objectives.
  • Developing Action Memos and other high-level documentation that identifies requirements and provides options for SPOT-related operational and training activities.
  • Developing security policies, directives, and regulations related to the SPOT program.
  • Coordinating with Subject Matter Experts (SMEs) and high-level managers within the program to write, review, and edit white papers, memorandums, responses to executive tasking, Congressional inquiries, etc., for the Division.
  • Developing presentations and reports using a variety of software such as PowerPoint, Vista, and Excel that includes charts, graphs, pictures, and other computer graphics.
  • Reviewing and editing a variety of program documents such as project, strategic, and resource allocation plans, and business initiation documents.
  • Maintaining updated project status reports including progress, risk, and mitigation strategies.

 

Specialized experience needed for the position includes:

 

  • Utilizing analytical and evaluative methods and techniques to assess behavior detection program development, execution and improvement;
  • Conducting studies and quantitative/qualitative analyses using evaluation methodologies, which may include metrics, fact-finding, or investigative techniques; and
  • Writing reports of technical data and analyses for various audiences and user groups.
