Project:
Parsons has been awarded a contract with the U.S. General Services Administration (GSA) to support a five-year facility management program for one of the agencies that GSA services. Parsons is providing overall coordination, program management, procurement, and construction management services in response to growing requirements from GSA's client. The requirements generally involve the planning and execution of technology and infrastructure upgrades at ports of entry and other government facilities nationwide.

POSITION OVERVIEW :
Develops, manages, and/or executes all phases of the project management effort (planning/scheduling and cost analysis) for small to medium-size projects. This position utilizes widely diversified knowledge of project controls activities, and draws upon extensive experience and exposure to various types of projects, to allow a government client to better manage projects.

SPECIFIC RESPONSIBILITIES :
  • Develops, establishes, and maintains all aspects of either the cost control effort or the planning/scheduling effort on multiple projects. Incumbent utilizes his/her broad experience, expertise, and exposure to various types of client projects.
  • Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems.
  • Interfaces with clients, attends regular meetings, and provides statistical reports.
  • Provides project and client management with the necessary tools for project cost control.
  • Will lead the development of the work breakdown structure, interfacing with all affected departments.
  • May lead a team who are qualified to analyze, evaluate, and forecast project costs and performance.
  • Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.
  • May train staff so they become competent to analyze, evaluate, forecast, and report schedule status against an established baseline.
  • Assesses the impact(s) of design/construction changes and schedule slippages.
  • Develops or maintains an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
  • Customizes project control systems to meet specific project requirements.
  • Performs other responsibilities associated with this position as may be appropriate.


Qualifications:

PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Engineering or Construction Management (or equivalent work experience) and 4-7 years of related experience, as well as some experience in a supervisory capacity.

Skills/Requirements:

Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including a proficiency in various software used in the Project Controls Department, such as Excel, Primavera, and Document, WBS and Materials Controls System (DMCS). Proven ability to perform in a supervisory capacity, as well as a thorough knowledge of industry practices is required.
