A dynamic company in Downtown DC has an outstanding opportunity for a regular full-time position for a Senior Software Lead. The purpose of this position is to provide support for critical business functions of one of the programs of the Universal Service Fund through the development of the high level systems requirements, software and data architecture, systems design, and coordination of implementation; ongoing development, and maintenance for one or more business systems supporting the program. Responsibilities Include: * Be responsible for support of critical business functions through architecture, design, development, implementation, integration, and maintenance of business systems* Create technical design, architecture, and assessment documents* Develop the overall top-level requirements for the systems being built* Contribute software development expertise to multiple projects and ensure that specifications are met* Coordinate the design, programming, testing, debugging, maintenance, and documentation of software applications* Conduct peer code reviews* Build and improve applications' frameworks* Research and recommend application development standards and procedures* Maintain a high level of proficiency with a wide range of technologies* Research, evaluate, perform cost-benefit analysis, and recommend technical solutions including COTS products, custom built, and hybrid applications* Coordinate the creation of systems documentation* Review and edit documentation as required* Coordinate with business process owners and users in the support of business applications* Exercise judgment in planning and reaching goals on time and within budget* Serve as the subject matter expert on all matters related to software development, systems, and data architecture* Perform other duties as assignedThe successful candidate will have: * A Bachelor's Degree from an Accredited College or University, preferably in Computer Science, Information Technology, and/or Systems* TOGAF (Level 2 or equivalent) At least 8 years of work experience with: * Internet application development; Object-Oriented design and architecture, Java EE, or equivalent At least 6 years of work experience with: * EJB, Hibernate 3, JMS, JSF, and Seam as well as JBoss (4+ years)* Data structures design and strong knowledge of RDBMS* Oracle 10g or equivalent* Architecture and application development frameworks At least 4 years of work experience with: * Design and development methodologies* Single sign-on and identity management systems* Technical documentation* Integration of application software and RDBMS* JBoss Rules and JBoss Portal* Configuration and Release Management* CORBA and/or Java RMI* XML and Web Services* Oracle Access Manager or Oblix COREid* Expert knowledge of Java design patterns and application security concepts The following skills are desired: * Experience with ERP, CRM, and enterprise document management solutions* Experience with financial systems* Experience with PL/SQL* Knowledge of networking and system engineering concepts* Experience with clustered and high availability architectures* Experience with transition of IT functions between organizations* Experience with virtualization
