Human Resources Manager
The Human Resource Manager manages the overall functions of Human Resources services, policies and programs for Telvent?s Rockville office. This position requires solid leadership by a qualified candidate with high energy and strong management experience. This position will report directly to the Vice President of Human Resources, North America.
PRIMARY JOB RESPONSIBILITIES: -The major areas of responsibility will include employee relations, assist with proposals for state contracts, prevailing wage determination, organizational development, policy development, performance management, response to any investigation of compliance and safety issues, and onboarding experience. -Provide interpretation of relevant employee relations policies and procedures; conduct investigations, guide management on handling sensitive performance management and other matters including corrective action and termination processes -Review terminations and disciplinary actions, investigations, and employee relations decisions for consistency, risk and completeness -Apply knowledge daily of federal and state/local labor laws and contract regulations -Research and interpret state and federal labor regulations for interpretation of intent, spirit, and terms of contract -Manage prevailing wage requirements to include multi-state compliance -Coach managers/supervisors on effective ways to motivate employees, communicate performance expectations, discuss performance issues and reward superior employee performance. -Lead a team of human resource professionals to deliver outstanding human resource services. -Consult with management in preparation of staffing budgets, projections, and employment policies, procedures and practices.
Requirements:
-BA/BS in Human Resource Management or related field -3+ years managing HR functions and staff -Must have strong understanding of government contracts, especially focused on administration of prevailing wage/CSA -2+ years experience in employee relations -Proposal experience with state contracts -Knowledge of state and federal regulatory concerns with direct experience in investigation of claims -Solid knowledge of federal and state employment laws including: FMLA, COBRA, ADA, ADEA and worker?s compensation -Solid performance management experience -Knowledge of PeopleSoft HR applications -Ability to influence and affect change in a professional manner -Ability to communicate effectively, both verbally and in writing with other departments and all levels of employees -Must be well organized and have the ability to deal with multiple priorities simultaneously -Demonstrated ability to be self-driven and results oriented with a positive outlook and clear focus on quality -Strong working knowledge of Microsoft Office
