While based in Dunn Loring, VA, travel will be required to take place throughout the U.S. and OCONUS.
General Description:
The Firearms Instructor reports to the Firearms Training Unit Chief, located in the Special Skills Branch, Security and Law Enforcement Training Division, Office of training and Performance Support (TPS), Bureau of Diplomatic Security (DS), U.S. Department of State. The TPS is a fully accredited academy through Federal Law Enforcement Training Accreditation (FLETA). The incumbent will serve as a firearms instructor and senior range safety officer conducting day-to-day operations of the Firearms Training Unit ensuring objectives are met. Additionally, the Firearms instructor will participate in training oversight for various Task Orders awarded under the Department of State Worldwide Protective Security contract. This oversight requires travel throughout the US and abroad. Overseas travel may include areas declared as hostile environments. Travel to various training sites will comprise approximately 30 percent of work requirements.
Major Duties:
* Operates the DS range facility ensuring compliance with OSHA and/or EPS standards and regulations
* Plans, organizes and manages the presentation of firearms training courses
* Reviews established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses
* Researches and reviews current intelligence related to the diplomatic security mission and introduces applicable information into firearms training courses
* Resolves problems that occur in the preparation for and during training
* Evaluates training effectiveness to ensure that training objectives have been met
* Complies with all FLETA accreditation standards
* Complies with all DS and FTU policies, procedures, and standards
* Reviews and analyzes trainee evaluations, feedback from instructors, and personal observations
* Identifies need for revision to course content and materials or instructional methods as necessary to improve the firearms training curriculum effectiveness and quality
* Evaluates the impact of planned or projected changes in DS security programs and associated training requirements on the existing content, materials, and methods used for firearms training
* Recommends minor updates/revisions to courses or recommends the need for a complete curriculum review to the Unit Chief
* Develops budget estimates for assigned courses
* Monitors the expenditure of funds to ensure optimum efficiency in the use of assigned resources
* Participates in curriculum review conferences as a subject matter expert in firearms
* Assists instructors in other security related subjects
* Establishes and maintains liaison with a broad array of law enforcement, security, military, government and civilian organizations interested in or affected by security and firearms techniques, tactics, and procedures
* Keeps abreast of current security techniques, methods, and procedures in firearms training through attendance at training sessions, seminars, and workshops
* Assists in scheduling and planning classes by developing and maintaining close contact with program coordinators as well as with other appropriate training entities
* Submits training records in a timely manner
* Serve as subject matter expert for the design of new training
* Tests/evaluates new training courses and instructional materials
* Tests/evaluates new and updated firearms, ammunition, and related equipment
* Accounts for equipment inventory and maintenance for assigned training programs
Professional Qualifications/Skills:
* Must be a US citizen and posses or be able to obtain/maintain a SECRET clearance
* Must have attended a recognized instructor development training course
* 1-3 (one-three) years experience required
* Must have excellent people and organizational skills
* Periodic local travel (Washington DC Area) and occasional United States may be required
* Maintains requisite levels of proficiency in all duty-related techniques and procedures
* Expert knowledge of terrorist operations
* Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner
* Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities
* Skill in oral and written communications to present training to a variety of audiences
* Knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness
* Subject matter expertise in the development and revision of training curriculum
* Knowledge of current DS protective security methods to provide instruction that is consistent with currently accepted methods and practices
* Must be familiar with the functions, responsibilities, and duties of Foreign Service personnel
* Evidence of increasing responsibility in a Firearms Training environment
* Certified firearms training instructor
* At least four (4) years experience in a Firearms Training environment including planning, coordinating, presenting and implementation of training programs
* Comprehensive knowledge of advanced concepts, principles, and practices to provide basic and advanced training in the application of firearms use
* Knowledge of security programs, operations, and techniques, including terrorism and anti-terrorism operations, use of force, civil liability, with respect to firearms and appropriate techniques, tactics, and procedures
* Proficient in firing, handling, and giving instruction on a variety of revolvers, pistols, submachine guns, carbines, rifles, machine guns, and grenade launchers
* Expert knowledge of health and safety standards for firearms ranges and training facilities
* Ability to read and apply standards contained in various documents such as but not limited to; Statements of Work and specific training requirements.
* Current certification as a firearms instructor
* Ability to complete work requiring regular and recurring physical exertion, long periods of standing, occasional heavy lifting, and irregular hours in both training and protective service operations, at times, during inclement weather and in austere, hostile environments.
