Field Administration Manager

Provides management and oversight for all financial, contractual and regulatory matters within a sector or on a large project. Responsible for creating and updating the financial model and supplying critical financial information to the Sector Manager, Project Manager and/or GBU management on a timely basis. Responsible for project change order control, as well as the startup, administration and closing of project field offices. Willingness to relocate to the project job site, or to travel to multiple projects, at the appropriate time (if required) is a prerequisite for this position.
SPECIFIC RESPONSIBILITIES :
Serves as an integral part of the sector proposal team in anticipating the costs and risks of alternative project execution strategies. Summarizes and translates information on taxation, regulation and legislation, financing, insurance and other specialized areas into meaningful formats allowing informed decision making by sector management during the proposal and project execution phases.
Develops gross profit and cash flow models for a project, updating the models as required, and provides the Sector and/or Project Manager with significant summary and trend information.
Establishes a project change control procedure and monitors its implementation. This involves reviewing all incoming and outgoing correspondence and notes of meetings for the identification of changes to the contract. It also includes the determination of the cost and schedule impact and obtaining the contract change order.
Oversees billing on cost-reimbursable projects, ensuring that invoices have adequate documentation to satisfy client auditors. Manages accounts payable and related functions. Receives progress payments on lump sum projects, and works with Division finance group in investing project funds.
Identifies office space and furniture/equipment requirements in conjunction with the Sector and/or Project Manager, and makes lease and purchase commitments on behalf of the Company or Joint Venture. May be responsible for managing the office facility and office administration staff.
Reviews contracts with suppliers, and oversees administration of the prime contract. Ensures that the entire technical project team has a thorough understanding of the contractual terms. Ensures project procurement and subcontracting policies adhere to project plan.
Serves as liaison between clients, Parsons management, joint venture partners, internal and external auditors, and funding agencies or institutions on matters related to project financing.
Prepares reports and presentations for senior management as required.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications: PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Business Administration and/or Finance (or related field) and at least 8 years of experience, including prior accounting/financial experience on a project.
SKILLS/COMPETENCIES :
Proven ability to perform in a lead capacity, excellent written and oral communication skills, and a thorough knowledge of industry practices and company policies and procedures are required. Must also possess a thorough knowledge of project-related software and the ability to train others in its use.
