Description
Chief Financial Officer Alexandria, VA The CFO is responsible for directing the fiscal functions of the corporation in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, other regulatory and advisory organizations and in accordance with financial management techniques and practices appropriate within the industry and for private companies. This position reports to the Chief Executive Officer and is a member of the Corporate Executive Team which includes the Chief Operating Officer, Chief Human Resources Officer and the Vice President for Strategic Development.
This executive level role is responsible for providing strategic leadership for the company by working as a member of the Corporate Executive Team to establish long-range goals, strategies, plans and policies.
KEY RESPONSIBILITIES: Leadership: * Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance including but not limited to: Budgeting,Debt Management, Investment Management, Cash Flow, Cash Allocation, Contracting, Pricing, Purchasing and Facilities. * Provide timely and accurate financial data and reports to Executive Management. * Develop credibility for the finance group by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO/President, the Board and other senior executives in performing their responsibilities. * Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation. * Establish credibility throughout the organization and with the Board as an effective developer of solutions to business challenges. * Provide technical financial advice and knowledge to others within the financial, contracting discipline and management staff. * Continuous improvement of the budgeting process through education of department leaders and managers on financial issues impacting their budgets. * Provide strategic financial input and leadership on decision making issues affecting the organization; i.e., evaluation of potential alliances, acquisitions and/or mergers, investments and ESOP management. * Manage all relationships with banks and outside auditors; serve as direct interface with these institutions. * Be an advisor from the financial perspective on any contracts into which the Corporation may enter as well as providing competitive pricing strategy in coordination with the Bid and Proposal team. * Evaluation of the finance and contracting division structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals. * Proactively manages staffing performance and level including but not limited to: on-going sourcing; provides mentoring to employees, provides career counseling and guidance, performance assessments, rewards excellent performance, and takes corrective actions as required.
Strategic * Participate in the development of the corporation's plans and programs as a strategic partner. * Evaluate and advise on the impact of long range planning, introduction of new programs/strategies and regulatory action.
Competitive Metrics: * Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position including competitive DSO (days sales outstanding). * Develop a reliable cash flow projection process and reporting mechanism which includes minimum cash threshold to meet operating needs. * Develop process to assess and report on status of funded and unfunded contract backlog.
Risk and Compliance: * Leads all Corporate Insurance and Risk Assessment activities, and builds associated metrics and reporting. * Responsible for preparation of the annual incurred cost submission to DCAA and engaging with DCAA auditors on any audit engagements DCAA undertakes. * Supports Corporate compliance program, works closely with Corporate Compliance Officer.
Financial Communications for the Company * Crafts and conveys financial messages to Company BoD/A, leadership and employee/owners. * Oversees and executes Investor (owner) relations strategies and related communications. * Supports communication, planning and execution of MTSI internal stock market transactions.
QUALIFICATIONS: Experience and Competencies * Clear understanding of and commitment to MTSI’s Core Values, with highest ethical standards. * An experienced leader and financial executive with appropriate industry experience, preferably in the federal technical services and solutions industry. * An energetic, forward-thinking and creative individual with high ethical standards and an appropriate professional image. * A strategic visionary with sound technical skills, analytical ability, good judgment and strong operational focus. * A well organized and self-directed individual who is a team player. * An intelligent and articulate individual who can relate to people at all levels of an organization and possesses excellent communication skills. * A good educator who is trustworthy and willing to share information and serve as a mentor. * An excellent negotiator who is experienced in government contracts and pricing. A decisive individual who possesses a "big picture" perspective and is well versed in systems. * Strong understanding of and experience in the Government Contracting environment, to including a thorough understanding of requirements associated with: * Generally accepted accounting principles (GAAP) * Federal Acquisition Regulations (FAR) * Defense Contract Audit Agency (DCAA) requirements/standards * Cost Accounting Standards Board (CASB) disclosure statements * Experience in structuring and managing market-based cost centers and associated overhead rates is highly desired. * Experience with an employee-owned (ESOP) company is highly desirable. * Superior written and verbal communication skills;especially ability to communicate financial concepts to technical leadership and staff. * Demonstrated ability to work effectively with outside service providers, including but not limited to: outside audit firm, bank, valuation firm and other financial consulting service providers. * Good understanding of Deltek CostPoint or equivalent accounting systems, and employment of these systems in combination with other business process tools/systems to increase efficiency. * Experience with developing and executing Executive Compensation programs (e.g. stock, stock options, value band plans, synthetic equity, deferred compensation, etc.). * Specific experience supporting planning and execution of successful M&A is highly desirable (e.g. financial due diligence and pricing strategies).
Communications Skills: * Ability to read, analyze, and interpret the most complex documents. * Ability to respond effectively to the most sensitive inquiries or complaints. * Ability to make effective and persuasive speeches and presentations on controversial or complex topics to the BOD/A, executive leadership, senior staff, employees and stockholders.
EDUCATION REQUIRED: * Bachelor’s degree or equivalent experience in a related field. * Advanced degree (MBA or related field) is preferred.
CERTIFICATION: * Certified Public Accountant certification preferred. .
