Position Duties and Responsibilities:
? Execute strategies for a Defense Agency?s enterprise data management and data governance ? Develop the necessary polices, process and procedures to support robust data management activities ? Ensure compliance with corporate data management policies and guidance ? Help ensure interoperability of Defense Agency?s data/information with the greater DoD community and partners ? Provide strategic directions, recommendation and implementation of data federation and data services technologies ? Develop comprehensive data sourcing strategies based on stewardship and authoritative sources ? Work with the project management teams, technical teams, and business units to help optimize mission operations ? Work with metadata and master data managers to incorporate appropriate data integration methodologies ? Map data/information strategies back to the Agency?s enterprise architecture to support technical views, system views and operational views ? Conduct data architecture reviews of Enterprise Architecture and participate actively in the various processes surrounding the Agency?s information management
Requirements:
Qualifications: ? Highly organized, self-motivated, detail-oriented with strong problem solving/analytical skills. ? Demonstrated experience in DoD policy planning and development. ? Demonstrated experience facilitating executive level technical review boards. ? Demonstrated ability to communicate and support senior level management. ? Knowledge of current market IT tools (Rational, SAP, MetaMatrix, WebMethods, etc.) ? Experience with data mapping, data transformation design and development ? Competency in working with ETL and ELT approaches and technologies (SSIS, Data Stage, Informatica) ? Understanding of EAI, web services, ESB and capable of working with the web services team ? Architecture understanding in XML, SOAP, UDDI, J2EE, ESB, .Net, WS-Security, ITIL processes, SOA Governance, Web Services Management tools, and Object Oriented Programming ? Experience in designing data models to support reporting and analysis ? Knowledge of data modeling and architecture tools (ARIS, ERWIN) ? Experience with data warehousing systems platform (DB2, TeraData, and Oracle) ? Excellent ability to present complex technical information in a clear and concise manner to a variety of audiences, including non-technical. ? Must have excellent verbal and written communications, able to develop reports and communicate findings. ? Needs demonstrated ability to work independently under specified objectives, and meet deadlines. ? Demonstrated knowledge of DoD logistic operational procedures. ? Proven experience with process flow evaluation and analysis. ? Demonstrated ability to interact with internal and external stakeholders with evidence of willingness and ability to express and protect departmental interests. ? Proven ability to coordinate and track multiple processes in various stages of production; and/or multiple projects simultaneously and successfully. ? Ability to write reports, specifications, requirements and process flows. ? Exceptional customer service focus and experience is required. ? Good human relations and leadership skills to train, guide, motivate and mentor the work of project personnel. ? Ability to maintain high level of confidentiality. ? Generate various reports/deliverables including monthly program status reports to the appropriate customers and management personnel. ? Recommend and/or lead new processes where needed to improve quality or on-time delivery. ? Ability to travel in order to support assigned tasks. ? Other duties may be assigned to meet business needs.
